The 9th Asian Winter Games Harbin 2025 (hereinafter referred to as Harbin Asian Winter Games) will be held in February 2025 in Harbin, Heilongjiang Province, People’s Republic of China, when athletes, sports officials, media reporters, and other people from various countries and regions in Asia will gather in Harbin to celebrate this sports event and billions of viewers from all over Asia and even around the world will be watching the grand event of the Harbin Asian Winter Games live or through media broadcasts. The Harbin Asian Winter Games will undoubtedly leave invaluable sports and cultural heritage to the global Olympic movement, to Asia, and China.

The emblem for the Harbin Asian Winter Games serves as an important component and image of the Harbin Asian Winter Games. For this grand event, the proposals of the design for the emblem of the Harbin Asian Winter Games will be collected from around the world within 30 days starting from the date of this announcement. Through this, designs of creativity and wisdom that fully embody global, national, open, artistic, and innovative features are expected to be collected from all walks of life to promote the common ideal of humanity and the Olympic spirit, it is expected that the designs will be artworks recognized and loved throughout Asia and even the whole world. For this purpose, the natural persons, legal persons, and non-legal entities (hereinafter collectively referred to as “applicants”) who are interested in the design of the emblem for the Harbin Asian Winter Games are welcomed to apply for the design of the emblem, either individually or collectively. With your unique talents, you are expected to convey the Olympic concept that emphasizes “participation”, so that the Harbin Asian Winter Games and the Olympic Movement will remember the footprints of your participation through its brilliance.

I. Qualifications and Instructions for Applicants

i. Qualifications

All natural persons, legal entities, and non-legal entities (including the unity of various entities) who meet the collection requirements are eligible to submit their proposals and become applicants. Applicants are required to download, fill in and sign in writing, and submit relevant documents such as the Letter of Commitment by the Applicants and Letter of Authorization in accordance with the requirements of the Document for Collection of Proposals on the Emblem Design for the 9th Asian Winter Games Harbin 2025.

ii. Instructions

The applicant fully understands and accepts the conditions and requirements, and is willing to provide a proposal for the emblem design of the Harbin Asian Winter Games or serve as a creative direction, inspiration, and reference for the emblem design. The organizers or relevant organizations of the Harbin Asian Winter Games will select designs suitable for secondary development and use that meet the characteristics and requirements of the Harbin Asian Winter Games from the proposals. The organizers or relevant organizations of the Harbin Asian Winter Games have the right to decide on the design team and its personnel composition, and can use all the bidding proposals to form the final design.

II. Related Technical Requirements

i. Objectives of the Design

The emblem design of the Harbin Asian Winter Games should reflect the pursuit of the Olympic movement, as well as Chinese culture and values and the concept of the Harbin Asian Winter Games.

The emblem design should: be in line with the Olympic spirit and human virtues to be widely recognized by China, member states of the Asian Olympic Council, and even the international community; reflect the image and spirit of the host city and China; stimulate people’s attention, support, and participation in the Asian Winter Games and winter sports; provide a foundation for the landscape of the Asian Winter Games (including indoor and outdoor) and its various extended applications; be suitable for various media usage, dissemination, and promotion needs, with good aesthetic and visual effects; remain beautiful and expressive and be suitable for extended application in new technology fields when displayed on any material, color, shape, flat surface, three-dimensional space, static scenario, dynamic surrounding, image or other carriers.

ii. Other Requirements

The design of the emblem should reflect the characteristics of winter sports, with simple, beautiful, generous patterns. It should be easy to recognize and remember, with bright colors, prominent themes, a strong sense of the times and visual impact, distinct symbolic significance, and sports charm, to highlight the image of Harbin city and the characteristics of ice and snow.

2. The emblem for the Asian Winter Games should contain three elements:

(1) Characteristic elements of the Asian Winter Games: Design elements that reflect the culture and values of the host city/country.

(2) Asian Winter Games Seal: Name of the host city and year.

(3) The symbol of the Asian Olympic Council, a bright red sun with 16 beams of light, and a white circle at the center of the solar disk.

3. Characteristic elements of the Asian Winter Games

(1) Should not interweave or overlap with the two essential elements of the Asian Winter Games seal and the symbol of the Asian Olympic Council;

(2) Should reflect the national identity of the host country;

(3) Must be an original work with complete legal rights that has not been published or used (including licensing others to use), does not infringe upon copyright or other rights, and does not contain internationally renowned or commonly used content information;

(4) Should not contain elements such as the Olympic motto, the motto of the Asian Olympic Council, the Olympic emblem, or other images or information related to the Olympic;

(5) Should not contain any constituent elements or similar designs of the logo for any national Olympic committee;

(6) Should be able to obtain copyright protection, suitable for trademark registration, and other intellectual property protection;

(7) Should be a color version that is easy to replicate;

(8) Should be adaptable in different replication processes, such as printing, etching, embossing, electronic screen display applications, etc., and meet basic requirements such as clarity and recognition when replicating and applying to various shapes and scenes;

(9) Should ensure the recognition and clarity of the symbol of the Asian Olympic Council;

(10) Should also be suitable for use and promotion by licensed broadcasters in Asia and even around the world while integrating the culture and features of the host city or country.

4. It must be a color original draft suitable for dissemination and recreation in flat surface, three-dimensional space, and electronic media, and is adaptable for diversified interpretation and display of various sports events.

5. The design proposal should be submitted in both electronic and paper-based versions.

Electronic version: color draft in jpg format of A4 size, with a resolution of no less than 300 dpi, with standard color values, standard fonts, vector image source files (ai/cdr, etc.), and text instructions for the proposal in Word format (within 300 words).

Paper-based version: One set of A4 paper color printed draft.

III. Composition and Submission of the Proposal

Applicants are required to submit a complete design of the emblem for the Asian Winter Games, an instruction of the design, and a proposal for the application. The proposal shall not infringe upon any rights such as copyright.

The specific preparation, production, and submission of the proposal, qualifications, and legal documents for the collection are detailed in the relevant provisions of the attachment.

IV. Review and Rewards

The collection of the emblem shall commence from the date of this announcement and shall expire 30 days after the deadline of the collection, when the organizers or relevant organizations of the Harbin Asian Winter Games will establish a review committee to review all the preliminary approved proposals, shortlist them, and then select no more than 10 proposals from the shortlisted ones for the final determination on the proposal to be adopted for the Harbin Asian Winter Games.

Certificates will be issued and bonuses of RMB 1,000 before tax will be given to applicants selected for their proposals; Certificates will be issued and bonuses of RMB 20,000 before tax will be given to the top 4 applicants whose proposals are shortlisted. A certificate will be issued and a bonus of RMB 100,000 before tax will be given to the applicant(s) whose proposal is adopted. The bonuses stated above will be awarded respectively.
